HAO worked with Jonathan Rose Companies, Columbia Residential, the Athens Housing Authority (AHA), and HUD to obtain the necessary approvals for the first two phases of the redevelopment of Athens Midtown Apartments.

The demolition and multi-phase redevelopment of Bethel Midtown, now known as Athens Midtown Apartments, will preserve 183 units of existing project-based Section 8 housing and contribute over 300 units of additional affordable housing in a thriving community in downtown Athens. Bethel Midtown was constructed in the 1960s as project-based Section 8 housing. Jonathan Rose Companies, Columbia Residential, and AHA are undertaking a multi-year, multi-phase redevelopment of the aged garden-style buildings to better serve residents and the community.

Project Details

Construction and Relocation

To complete the first phase of the redevelopment, Jonathan Rose Companies, Columbia Residential, and AHA demolished six of the original buildings comprised of 77 units and replaced them in three new construction buildings consisting of 120 units. This first phase was completed in March 2025 and residents have since been relocated back to their new units with modern features and high-end amenities, including a community room, fitness center, community garden, and landscaped courtyard. Demolition and construction on the second phase commenced in November 2025.

Project Outcomes

Bifurcations Leading to Three Separate HAP Contracts

HAO assisted in obtaining the HUD approvals needed to bifurcate the HAP contract two times, which will result in three separate HAP contracts, to support the financing needed for this redevelopment project. HAO also worked with HUD to attain approvals for pass-through leases needed to facilitate the owner’s relocation plan, as well as assignment and renewal of the bifurcated HAP contracts.
